The European Parliament describes itself as the EU’s only directly elected institution. Its members organise primarily through transnational political groups, converting national results into European legislative coalitions.
Three powers, not one
Parliament shares legislative authority with the Council on most files, approves the EU budget and scrutinises the Commission. It elects the Commission president proposed by the European Council and votes on the College as a whole.
It generally cannot initiate legislation, while treaty change, taxation and foreign policy preserve larger roles for member states.
Why the changing right matters
Growth among conservative, nationalist and far-right parties changes committee arithmetic and pressure on the traditional centre. Labels alone do not predict a majority: groups differ over Ukraine, markets, NATO and sovereignty.
The reliable record is a named vote, committee report or adopted amendment—not an inference from a party label.
